_broken par's aren't used in repair/verify

Sometimes par files aren't completely retrieved and are marked _broken. The par2 routine doesn't account for these even though they contain good blocks.

like we said on SILC, the par2 is actually using the _broken files, they just weren't being moved afterwards.

I made isPar know about _broken files in revision 93, which fixes this.
